Türkiye’de petrol ve doğal gaz boru hatlarının güvenliği: Uygulanan politikalar ve öneriler

Abstract

Türkiye’de petrol ve doğal gazın taşınması ve bu metaların dış pazarlara iletilmesi önemli bir oranda boru hatları ile sağlanmaktadır. Bu durum boş alanlarda korumasız bir şekilde bulunan boru hatlarının terör saldırılarına, hırsızlıklara, sabotajlara ve Vandalizm olaylarına maruz kalmasına yol açabilmektedir. Onarılmaları kimi zaman aylar alan boru hatlarının uğradığı zararın ekonomik ve siyasi boyutu Türkiye için ürkütücü boyutlara ulaşabilmektedir. Bu nedenle boru hatları güvenliği konusu ulusal düzeyde öncelikli konular arasında değerlendirilmeye başlamıştır. Bu çalışma boru hatları güvenliği hakkında yürütülen uygulamaları inceleyerek mevcut güvenlik sisteminin iyileştirilmesine yönelik teklifleri oluşturmayı amaçlamıştır. Çalışmada Türkiye’de bulunan boru hatlarının özellikleri incelenmiş, boru hatlarının emniyetini sağlamak için kurulan güvenlik sistemi hakkında bir durum tespiti yapılmış, diğer ülkelerdeki güvenlik uygulamaları araştırılmış ve Türkiye’deki boru hatları güvenlik sistemi değerlendirilerek mevcut sistemin geliştirilmesi için tekliflerde bulunulmuştur.

In Türkiye, the transfer of petroleum and natural gas, as well as the transportation of these commodities to international markets, are largely done through the pipelines. This situation can create certain vulnerabilities since the pipelines in uninhabited areas are exposed to terrorist attacks, theft, sabotage and other acts of vandalism. The extent of economic and political costs of these attacks to the pipelines, whose repairs might last for months at times, can reach to exorbitant amounts for Türkiye. This research/study aims to inspect the existing practices in order to secure the pipelines, and attempts to propose ways in which the existing security system could be improved. Throughout this research/study, the characteristics of the pipelines in Türkiye have been analyzed, existing security systems that safeguard the pipelines are recorded, security practices in other countries are inspected, and finally, after assessing the security system of pipelines in Türkiye, certain proposals to improve the existing system are articulated.
