Abstract: Bu çalışmanın amacı Avrupa Birliği'nin (AB) dış havacılık politikasının üç sütunundan biri olan Ortak Havacılık Alanını (OHA) incelemektir. OHA, AB komşu ülkelerinin hava taşımacılığı pazarını serbestleştiren ve bu ülkelerle mevzuat uyumunu sağlayan eşit bir oyun alanı yaratmayı amaçlamaktadır. OHA, Avrupalılaşma kapsamında ele alınacaktır. Bu çalışmanın araştırma sorusu "Avrupa Komşuluk Politikası (AKP) ülkelerinin Sivil havacılık alanında AB müktesebatına uyumunu ne açıklar?" sorusudur. Araştırma sorusunu cevaplamak ve önerilen hipotezin doğruluğunu test etmek için vaka analizi, süreç takibi ve yarıyapılandırılmış görüşme tekniğinden faydalanılmıştır. Gürcistan ve Moldova OHA kapsamında ele alınmıştır. Bu bağlamda, bu çalışma çerçevesinde öne sürülen hipotez, OHA'nın oluşturulmasında AKP ülkelerinin maddi beklentilerinin temel belirleyici olduğudur. Bu çalışma dört bölüme ayrılmıştır. Giriş bölümünün ardından ikinci bölüm kavramsal ve teorik çerçeve ile metodolojiyi içerecektir. Üçüncü bölümde, Gürcistan ve Moldova'nın CAA'ya katılırken materyal beklentilerinin olup olmadığı tartışılacaktır. Son bölümde temel bulguları özetlenecektir.; The purpose of this study is to examine the Common Aviation Area (CAA), which is one of the three pillars of the EU's external aviation policy. The CAA aims to create a level playing field that liberalizes the air transport market of the EU's neighboring countries and ensures legislative harmonization with those countries. The CAA will be discussed within the scope of Europeanization. The research question of this study is "What explains the harmonization of ENP countries with the EU acquis in the field of civil aviation?" In order to answer the research question and test the accuracy of the proposed hypothesis, case study techniques, process tracing, and semi-structured interviews were used. Georgia and Moldova were examined within the scope of the CAA. In this context, the hypothesis put forward within the framework of this study is that the material expectations of the ENP countries are the main determinant for the creation of the CAA. This study is divided into four parts. After the introduction, the second chapter will include the conceptual and theoretical framework and methodology. In the third chapter, it will be discussed whether Georgia and Moldova could be seen as being motivated by material expectations for being included in the CAA. Abstract: Bu çalışmanın amacı, Akkuyu Nükleer Güç Santrali (NGS) Anlaşması'nın neden Rusya ile yapıldığı araştırma sorusundan yola çıkarak, Türkiye'nin nükleer güç santrali kurma girişimlerine dair geçmiş süreç ve mevcut anlaşmanın içerim şartlarına göre Rusya ile nükleer enerjide işbirliğini belirleyen ana politika motivasyonunu açıklamaktır. Çalışmanın sonucunda işbirliğini belirleyen iki ana neden tespit edilmiştir. Bu nedenlerden birincisi "yap-sahip ol-işlet" modelinin kullanılmasıyla Türkiye'nin ekonomik sorumluluk almamış olması ve bu modeli sadece Rusya'nın tercih etmesi, ikincisi ise devletlerarası anlaşma yaparak her iki ülkenin de kendisini garanti altına almasıdır. Akkuyu NGS'nin enerji arz çeşitliliğini sağlaması ve elektrik birim maliyetinin kömür ve doğal gazdan daha düşük olması, santralin önemli faydaları arasındadır. Diğer yandan santralin tamamıyla Rusya kontrolünde olması alternatif enerji kaynağının uzun vadede güvenilirliği hakkında endişeler yaratmaktadır. Bu sonuçlar karşılıklı bağımlılık çerçevesinde değerlendirildiğinde Akkuyu NGS'nin enerji arz çeşitliliğini artırdığı ancak Rusya'ya olan asimetrik bağımlılığı artırdığı için enerji arz güvenliğini sağlamadığı sonucuna ulaşılmıştır.; The study aims to identify the reasons for cooperation between Turkey and Russia to build the Akkuyu Nuclear Power Plant (NPP). In light of these reasons the main policy motivation that shaped the cooperation between Turkey and Russia in the case of Akkuyu NPP is examined within the context of Turkey's previous attempts to build a nuclear power plant and the conditions written in the Akkuyu Nuclear Power Plant Agreement between Turkey and Russia. The findings of the study revealed, two main reasons for cooperation. The first reason is that Turkey did not take economic responsibility by applying the "build-own-operate" model and only Russia preferred this model. The second reason is that both countries guaranteed their interests through an intergovernmental agreement. Other advantages of the Akkuyu NPP include diversification of Turkey's energy supplies and lower unit cost of electricity production compared to that of coal and natural gas. On the other hand, the fact that the power plant is completely under Russian control raises concerns about the long term reliability of the alternative energy source. Abstract: Bu tez, Avrupa Ekonomik Topluluğu (AET)/Avrupa Birliği (AB) ile Sovyet Sosyalist Cumhuriyetler Birliği (SSCB)/Rusya Federasyonu (RF) arasında doğal gaz temelli kurulan karşılıklı bağımlılık ilişkisine, karmaşık karşılıklı bağımlılık teorisi aracılığıyla odaklanmaktadır. Tezin iki temel argümanı vardır. İlk olarak, Avrupa'da Soğuk Savaş'a ve aralarındaki ideolojik rekabete rağmen, AET ülkeleri ile SSCB arasında karmaşık karşılıklı bağımlılık oluşmuş ve bunda da doğal gaz ticareti kayda değer rol oynamıştır. AET'nin güvenilir bir enerji kaynağı ihtiyacı ve güvenilir bir tedarikçi arayışı ile SSCB'nin Avrupa ile ekonomik ilişkiler kurma ihtiyacının örtüşmesiyle, Soğuk Savaş'ın sonu ve AET'nin AB'ne dönüşümü gibi yapısal değişikliklere rağmen karmaşık karşılıklı bağımlılık ilişkisi 2000'li yılların başına kadar sürmüştür. İkincisi, bu karmaşık karşılıklı bağımlılık, 2000 yılından sonra beş temel gelişme nedeniyle tarafların çabalarına rağmen tedricen çözülmüş ve nihayetinde RF'nin Ukrayna'yı işgaliyle 24 Şubat 2022 tarihinde kopmuştur. Bu gelişmeler şunlardır: (1) AB'nin doğal gaz ticaretinde serbest piyasa koşullarına ve rekabete dayalı sisteme geçmesi, (2) RF'nin Avrupa girişimi olan Enerji Şartı Antlaşması'nı taraf olmaması, (3) AB'nin doğal gaz alanında ortak pazar veya ortak dış politika stratejisi geliştirememesi, (4) Eski Doğu Bloğu ülkeleri merkezli krizlerin AB-RF doğal gaz ticaretini olumsuz etkilemesi ve (5) Kuzey Amerika menşeili LNG'nin küresel doğal gaz ticaretindeki rolünün artması ve Avrupa'daki doğal gaz alım ve satım sözleşme yapılarını değiştirmesi. Bu tez özellikle, doğal gaz bağlamında aralarında asimetrik bir karşılıklı bağımlılık bulunan iki taraf arasında, bu bağımlılığı oluşturan koşulların nasıl tesis edildiğini ve her iki taraftaki devlet dışı aktörler ile etkileşim kanallarının bu süreçte nasıl rol oynadıklarını, iki ana zaman diliminde incelemeyi ve iki taraf arasındaki karmaşık karşılıklı bağımlılığın geçirdiği değişimi gerekçeleriyle irdelemeyi hedeflemektedir.; This thesis focuses on the complex interdependence based on natural gas between the European Economic Community (EEC)/the European Union (EU) and the Union of Soviet Socialist Republics (USSR)/the Russian Federation (RF) via complex interdependence theory. The thesis has two main arguments. First of all, the conditions of complex interdependence took place in Europe between the EEC countries and the USSR in spite of the Cold War and the ideological competition between the two sides, and natural gas trade played a key role in this. The complex interdependence continued until the early 2000s in spite of structural changes such as the end of the Cold War and transformation of EEC into the EU due to overlapping reliable energy source need and reliable supplier quest of the EEC and USSR's need to establish economic relations with Europe. Secondly, in spite of the efforts of both sides, the complex interdependence gradually loosened after 2000 and cut with the invasion of Ukraine by the RF on 24 February 2022 because of five main developments. These developments are as follows: (1) EU's change of natural gas trade system where free market conditions and competition prevail, (2) Russian Federation's not being a contracting party to the Energy Charter Treaty, a European initiative, (3) EU's failure to develop a common market or common foreign policy strategy for natural gas, (4) Former Eastern Bloc countries centered crises negatively affecting natural gas trade between the EU and the RF and (5) Increasing role of North American LNG in global gas trade and changing the natural gas purchase and sale contracts in Europe. This thesis attempts to examine how the conditions establishing interdependence between the two sides with an asymmetrical interdependence in the context of natural gas occurred and how the non-state actors and interaction channels in both sides played a role in this process in two main time slots. It also attempts to examine the changes in the complex interdependence together with the rationales. It analyzes the course of relations between the EU, a natural gas consumer on a global scale, and the RF, a natural gas producer on a global scale as well, on the basis of complex interdependence with a focus on natural gas and the entire conditions of complex interdependence during the Cold War and the post-Cold War era. Abstract: Bu tez, enerji dönüşüm sürecinde Amerikan devletinin rolünü incelemektedir. Immanuel Wallerstein, 1968'den beri Amerikan hegemonyasının zayıfladığını iddia ediyor. Yazılarında Wallerstein, Amerikan devletinin bu zayıflayışı önlemek için geliştirdiği stratejilere rağmen Amerikan hegemonyasının düşüşünün devam ettiğini belirtti. Enerji dönüşüm süreci, ABD'nin hegemonyasını pekiştirmesi için bir fırsat olabilir. ABD'nin ekonomisi büyük ölçüde fosil yakıt kaynaklarına dayalı olmasına rağmen son yıllarda yenilenebilir enerji kaynaklarının elektrik üretimindeki payı önemli ölçüde arttı. ABD'de sürekli bir enerji dönüşümü yaşansa da, son on yılda ABD hükümetinin enerji dönüşümü politikalarında farklı yaklaşımlar söz konusuydu. Bu farklı yaklaşımlar, kapitalist sınıfın fraksiyonları arasındaki çatışmalardan kaynaklanıyor. Bu araştırmada, enerji dönüşüm sürecinde kapitalizmde süregelen güç mücadelesinde devletin rolünü tarihsel olarak inceledim. Bunun için enerji dönüşümü sürecindeki Amerikan devletinin aktörlerini ve farklı yaklaşımlarını inceledim. ABD'deki enerji dönüşümü özellikle elektrik üretim sektöründe gerçekleşirken özellikle elektrik üretim sektöründe üretim ilişkilerinde değişim yaşanıyor. Bu sebeple, devletin hegemonyasını güçlendiren ve bu süreçte kapitalist sınıfın bazı kesimlerini desteklerken bazı kesimlerini cezalandıran politikalarını incelemek için de özellikle elektrik sektörüne odaklandım. Araştırmada, Marksist çalışmalarda Devlet Tartışması bağlamında devletin tarihsel konumundaki süreklilikleri ve değişiklikleri kabul ederek, 2008 ve 2021 arası Obama Yönetimi'nin, Trump Yönetimi'nin, Biden Yönetimi'nin, ABD Kongresi'nde Demokratların ve Cumhuriyetçilerin enerji dönüşümüne ilişkin söylemlerini "Tarihsel Materyalist Politika Analizi" yöntemini kullanarak inceledim.; This thesis examines the role of the American state during the energy transition process. Immanuel Wallerstein claimed that, since 1968, the American power weakens. Wallerstein showed that despite the American State's strategies for preventing the decline in American power in capitalism historically, its hegemony continues to be eroded. The energy transition process could be an opportunity for the United States of America (USA) for reinforcing its hegemony. The USA's economy is largely based on fossil fuel supplies, but, in the last decades, the share of renewable energy sources in electricity production increased significantly. Although there has been a continuous energy transition in the USA, there were different approaches in the USA's government policy regarding rising conflicts among different producers and consumers during the energy transition in the last decade. These different approaches stem from the role of state in responding to the conflicts between the fractions of the capitalist class. In this research, I analyzed the actors of the American state and their different approaches to demonstrate the role of state in the on-going power struggle in capitalism during energy transition within the case of the USA historically. The USA's energy transition is mostly occurred in the electricity generation sector, and the change in relations of production observed in the electricity generation sector. Thus, I focused particularly on the electricity sector to investigate the policies of the state, which promote its hegemony, support some fractions of the capitalist class and punish some fractions of the capitalist class. I used Historical Materialist Policy Analysis to examine the discourses of the Obama Administration, the Trump Administration, the Biden Administration, and the Democrats and the Republicans in the Congress about the energy transition between 2008 and 2021 by acknowledging the continuities and changes in the historical position of the state within the context of the State Debate in Marxist studies.2022-01-01T00:00:00Z
