Abstract: Son zamanlarda, uluslararası ilişkiler disiplininin en çok tartışılan konulardan biri Çin'in yükselişidir. Özellikle ekonomik performansı ile ABD'ye rakip olabileceği ile ilgili tartışmalar yapılmaktadır. Bu çalışma Robert W. Cox'un eleştirel teorisi ile Çin'in hegemonik dönüşümü üzerine bir değerlendirme yapmaktadır. Üretim ilişkilerini başlangıç noktası kabul ederek Çin'in yeni bir dünya düzeni kurma ihtimali üzerinde durulmaktadır. Bu amaçla, Mao döneminden günümüze kadar olan süreci üretim ilişkileri, sosyal kuvvetler ve devlet biçimleri açısından ele almakta ve "Çin karşı bir hegemonik hareket yaratabilir mi, yoksa bu gelişmeler bir Amerikan pasif devrim midir?" sorusunun yanıtını aramaktadır. Üzerinde durulan bir diğer nokta, Çin'in ekonomik modelinin ne olduğu ve bunun sürdürülebilirliğidir. Bu çalışma Çin'in ekonomik modelinin neoliberal politikalara dayandığını savunmaktadır. Bu çerçevede, Çin'in neden neoliberal bir ekonomik modeli olduğu, diğer neo-liberal modeli takip eden ülkelerden neden farklı olduğu ve bu modelin sürdürülebilirliği tartışılacaktır.
In recent years, one of the most debated topics in International Relations is rise of China. Especially, with its impressive economic performance, China is evaluated as a potential rival to the USA. This study evaluates China's hegemonic transformation by employing critical theory of Robert W. Cox. Taking production relations as its starting point, it probes the possiblity if China can manage to establish a new world order. For this purpose, this study evaluates the period from the Mao era to contemporary in terms of production relations, social forces and state forms, to answer the question "Can China create a counter hegemonic movement or is it an American passive revolution?". Another interest of this study is what China's economic model is and whether this model is sustainable or not. This paper claims that it is actually based on neoliberal economics. In the framework, this study also discusses why China's economic model should be regarded as neoliberal, how it is different from other neoliberal countries and whether this model is sustainable or not.
