1990'lardan Günümüe Türk-Rus İlişkileri

Abstract

Türk-Rus ilişkileri, olumsuzluklarla dolu tarihine rağmen, Rusya Federasyonu’nun kurulması sonrasında, özellikle 1990’lı yılların sonlarından itibaren hızla düzelmeye başlamış ve işbirliği çerçevesinde başlayan yakınlaşma 21’inci yüzyılla birlikte “çok boyutlu ortaklık” düzeyine kadar ulaşmıştır. Bu makalede, Türk-Rus ilişkilerinin kısa bir tarihçesi verildikten sonra iki ülke arasındaki ilişkilerde gözlemlenen değişim sebepleriyle birlikte açıklanmaya çalışılacaktır. Bu açıklama yapılırken kuşkusuz, ikili siyasi ve ekonomik ilişkilerin yanı sıra uluslararası ortamın getirdiği olumlu-olumsuz etkenler ile bölgesel ve küresel güvenlik boyutuna da değinmek gerekecektir. Böylece, “çok boyutlu ortaklık”ın gerçekleşebilirliği ve muhtemel yansımalarının sorgulanabilmesi sağlanacaktır.

Turkish-Russian relations, despite its past full of negative aspects, has started to rapidly improve, especially following the establishment of the Russian Federation, and the rapprochement between the countries which had started within the framework of cooperation has turned into a “multi-dimensional partnership” with the turn of the 21st century. This article will initially provide a brief history of Turkish-Russian relations and than try to provide an explanation, with its reasons, to the observed transformation in relations among the two countries. While providing this explanation, we undoubtedly have to reflect upon the positive and negative factors brought about by the international arena and the regional and global security dimension, besides mutual political and economic relations. Through this, we will be able to question the possibility of constructing a “multi-dimensional partnership” and its possible reflections.
