dc.description.abstractDengeli bir iktisadi ve sosyal gelişmenin sağlanması bakımından ekonomik büyümenin insan odaklı, kapsayıcı ve sürdürülebilir kılınması önem arz etmekte; yoksullukla mücadele, gelir eşitsizliğinin azaltılması, sosyal koruma harcamaları ve sosyal yardımlar ülkelerin kalkınma politikalarının ana ekseninde yer almaktadır. Bu açıdan değerlendirildiğinde, Türk milletinin tarihi çok eskilere dayanan kendine özgü güçlü bir sosyal yardımlaşma kültürünün bulunduğu, iktisadi ve sosyal hayatının bütünleşik bir yapıda ilerlediği görülmektedir. Türk Dilinin eski büyük eserlerinde sosyal yardımlaşma ve dayanışmaya verilen önemi görmek mümkündür. Selçuklu ve Osmanlı Devleti döneminde Anadolu’ya özgü bir yapı niteliğinde olan Ahilik teşkilatı ile vakıflar ekonomik ve sosyal yapıyı ahenk içinde ayakta tutmaktadır. Türkiye’de ise daha önce genelde sosyal sigorta sistemi içerisinde sunulan hizmetlerin 1970’li yıllardan itibaren farklı sosyal yardım programlarıyla çeşitlenip geliştiği ve son yıllarda bu programlarda kayda değer artışların sağlandığı görülmektedir. Türkiye’de aşırı yoksulluk yok denecek düzeye inerken, göreli yoksulluk ve özellikle gelir dağılımında iyileştirme ihtiyacı önemini korumaktadır.en_US
dc.description.abstractIn order to ensure a balanced economic and social development, it is important to make the economic growth human-oriented, inclusive and sustainable; struggling with poverty, reducing income inequality, social protection expenditures and social assistance are located at the main axis of development policies of countries. When it is evaluated from this aspect, it is seen that the Turkish nation has a unique culture of social assistance, which dates back to very old times, and its economic and social life is progressing in an integrated structure. In the old and great works of Turkish Language, it is possible to see the importance given to social aid and solidarity. During the Seljuk and Ottoman Empire, the Ahi community, which is a structure unique to Anatolia, and the foundations keep the economic and social structure in harmony. Also in Turkey, it is seen that the services, which are previously provided within the social insurance system in general, have been diversified and developed with different social assistance programs since 1970s and significant increases have been achieved in these programs in recent years. In Turkey, while the extreme poverty is coming down to negligible levels, relative poverty and especially the need for improvement in income distribution remain its importance.en_US
